Senior citizens in the capital city celebrating their birthdays are now entitled to a P300
(about Rs 400/-)
yearly cash gift with the passage of an ordinance that is set to take effect on January 1, 2015.

The new ordinance, passed by Manila lawmakers, will cover Manila residents, 60 years old and above who are residing in the city for at least one year. It is also not limited to registered Manila voters.

"The ordinance shall give full support to the improvement of the total well-being of the elderly and their full participation in society, considering that senior citizens are integral part of Philippine society," the ordinance authored by Councilor Edward V.P. Maceda said.

The councilors initially allocated P30 million for the cash gift system to senior citizens.

Manila follows the lead of other cities granting birthday cash grants to senior citizens such as Makati, ParaƱaque and Taguig, among others.

The office of the city treasurer, the Office for Senior Citizen Affairs and Manila Department of Social Welfare were tasked to formulate the implementing rules and regulations of the ordinance.

"This is the only time that the city will be able to finance something like this. As you all know, our financial standing is better than before. However, we know that this is small compared to the cash grants given by other cities but this is all that can do at the moment. This is an offshoot of the increases in Real property Tax and Manila Revenue Code," Councilor Marlon Lacson said.
